Andrew Charlton is an Australian attorney who has specialised in aviation for twenty years.

He was Chief Legal Officer of Qantas Airways, with responsibility for initiating and executing lobbying and communications. He negotiated several ground-breaking deals, including the joint co-operation arrangements with British Airways, and was part of the core team that led the privatisation.

Andrew managed the largest US debt raising in Australian history, as well as several aircraft acquisitions, and the entire spectrum of airline transactions.

He later joined IATA and then SITA, where he held senior responsibility for lobbying and government affairs.

Since moving to Europe ten years ago, Andrew has been actively involved in dealing within the European Commission, ICAO and other government agencies on matters having both direct and indirect impacts on aviation.

Andrew has served on several industry boards, including the Civil Air Navigation Service Organisation (CANSO) and the .aero Council.

He has extensive experience in aeronautical telecommunications and aeronautical spectrum issues. He led the airline campaign to preserve its spectrum at the pivotal World Radio Conference of 2000. He also negotiated the aero domain space on behalf of the industry, and recently established the regulatory framework to allow mobile telephones to be used on board. Andrew also represented the world’s airlines in the negotiation of the Aircraft Protocol to the Unidroit Convention on International Security Interest in Mobile Equipment, at the Diplomatic Conference in Cape Town in 2001.



Howard Rosen is an English solicitor who has been advising clients in international commerce for 25 years and is a leading expert on international asset finance.

He worked as General Counsel of the European finance arm of Allied Signal Inc. for over six years before setting up his own legal practice in 1989 in Zug, Switzerland.

He has advised both commercial and corporate aviation clients over many years in relation to both leasing and similar finance structures in aviation, as well as general legal and transactional matters. He often works as an international trouble-shooter for companies in the aviation industry, providing strategic control of disputes within the industry and with government authorities.

Howard has been actively involved in the development and drafting of the Unidroit Convention on International Security Interest in Mobile Equipment and the Aircraft Protocol thereto since 1994. He was Official Observer at the Diplomatic Conference in Cape Town in 2001.

Howard was President of the British Swiss Chamber of Commerce (BSCC) from 1998 to 2003. He founded and continues to run its Public Affairs Commission, which works closely with members of parliament and governments. He is currently Acting President of the Council of British Chambers of Commerce in Continental Europe (COBCOE), with responsibility for its political affairs portfolio.

Howard is a correspondent of Unidroit, a member of the Law Society of England and Wales and of the Institute of Directors, and was made a Commander of the Order of the British Empire (CBE) in the Queen’s Birthday Honours in 2003.



Richard Koe

Richard Koe is a management consultant with 10 years experience in the European, US and African private sectors, with senior level appointments in business planning, operations, sales and marketing.


He was Vice President at PrivatAir, with responsibility for developing charter and aircraft management activities. During his three years at PrivatAir Richard increased revenues by three times, creating a highly successful additional brokerage business.


Richard was previously at PrivatAir’s shareholder, the Latsis Group. There he worked in the Group’s business planning team, focusing on the Group’s aviation interests, but also managing diverse projects across the Group’s portfolio of businesses, including real estate, venture capital and oil and gas investments.


Previously Richard worked several years in the telecommunications industry; first as the international business development director of Teligent, a US-based broadband wireless venture, then as the senior project manager for MTN,Africa’s largest mobile phone network operator.


Richard began his career at De La Rue, a UK-based banknote printer and cash systems manufacturer, where he held numerous positions in sales, marketing and operations.


Richard has a BA (Hons) First Class in Modern History from Oxford University and an MA magna cum laude in Economics from the Paul H Nitze School of Advanced International Studies, the graduate school of Johns Hopkins University.



Jonathan Kapstein

Jonathan Kapstein, the Brussels-based partner in Aviation Advocacy, brings a unique combination of corporate aviation expertise and journalism experience to the firm.

As director of government affairs in Europe for Continental Airlines to June 2009. his mission included managing issues at the 27-nation European Union institutions of the Commission executive branch, European Parliament, and Council of member states.

He previously held a similar position with the same title at Lyondell Chemical Company for many years. Not a member of the aviation or chemical sector by background, Mr. Kapstein is experienced in his knowledge of European and international government.

His first career was in journalism. Mr. Kapstein was Business Week regional bureau chief in Rio de Janeiro, Toronto, Milan, Johannesburg, and Brussels. Previously, he worked for the Associated Press in New York and for newspapers.

Mr. Kapstein is an American from Providence RI and holds degrees from Brown University and Columbia University. He is a Lieutenant Commander in the U.S. Naval Reserve. His community activities and outside professional interests include volunteer overseas admissions coordination for his universities, the board of the American Club of Brussels, and memberships in professional aviation and journalism groups.
